Vision for the future is sometimes hard to come by. Here is a
test. The York-Adams Area Council now has title to a cottage and land
along the Susquehanna River on River Road in Hellam Township, York County,
PA. The cottage on the site is in bad condition, but the riverfront
site is exquisite. The issue is how to cost-effectively utilize this
asset for the benefit of Scouting, and possibly Sea Scouting in
